On the right, click the “Turn system icons on or off” link. In the System window, click the “Notifications & actions” category on the left. You can also open the Start menu and click “Settings” to get to this window.
Press Windows+I to bring up the Settings app and then click System. You can disable the Action Center with a single toggle in Windows 10, but that toggle is a bit buried in the interface.

Action Center is handy for seeing all recent notifications you may have missed, as they’ll just wait there in Action Center until you view them.
